Message from the Association

As we move into November, a month of reflection, gratitude, and preparation, the DC Landlord Association is focused on helping landlords stay informed and supported during the holidays and throughout the ongoing federal government shutdown. From honoring veterans to addressing rental payment challenges, we are here to provide resources and updates that matter to you.

Veterans Day – November 11

We proudly honor our veterans. To express our gratitude, all veterans can receive a free YEAR of membership once you renew or become a new member, through November 15. Thank you for your service and for helping strengthen the DC housing community.

Thanksgiving Season and Holiday Outlook

This season we pause to say thank you to our members for your integrity and commitment to quality housing. As we approach Thanksgiving, Black Friday, Small Business Saturday, Cyber Monday, and Giving Tuesday, take advantage of the savings and opportunities below designed for both landlords and small business owners.


Important Update: Federal Government Shutdown and Its Impact on Landlords and Tenants

The federal government shutdown that began October 1, 2025, has created ripple effects across the DC area, especially for landlords who rent to federal employees or tenants relying on federal housing assistance.

What’s happening

  • Many federal agencies are operating with reduced staff or funding.

  • HUD has stated that most Section 8, voucher and federally assisted rental payments will continue for now, but delays may occur if the shutdown continues.

  • Some states, allow furloughed federal employees to request a 60-day continuance in eviction proceedings if they can prove their income is affected.

What this means for landlords

  • Be aware that tenants who are federal employees or contractors may face delayed paychecks. Communicate early and document all conversations.

  • If your rent payments depend on federal assistance programs, monitor HUD or your local housing authority for payment updates.

  • Maintain normal lease enforcement procedures but use discretion if tenants provide written proof of financial hardship due to the shutdown.

What this means for tenants

  • Tenants relying on federal income or rental assistance may need short-term flexibility.

  • Encourage tenants to notify you early if they anticipate late payment so that reasonable solutions can be arranged.

Action items

  1. Review your tenant list and identify those affected by the shutdown.

  2. Check your lease documents and ensure compliance with regulations.

  3. Maintain financial reserves in case of delayed government payments.

  4. Communicate clearly and document all correspondence.

Q: Do I need a rental license to rent my basement if I am living in the upper level?
A: YES YES YES!!! If you rent out your basement in Washington, DC, you’ll need a rental housing business license (a Basic Business License, BBL) and comply with zoning/building rules.
